The Kardinya Park Shopping Centre (KPSC) has served the City of Melville and well beyond as a convenient shopping precinct for some 27 years. Generations of shoppers have experienced our wide range of grocery, retail & hospitality offers. But times move on, and community needs and expectations have changed.

We heard your feedback surrounding a real need to upgrade our facilities. You wanted more shops. You wanted to elevate the overall appeal of the centre. You wanted to improve your retail experience.  (And you really, really wanted more parking!)

Following the Development Approval (DA) of 8 June, we can report your new $100 million Kardinya Town Centre Stages 1 & 2 redevelopment is set to begin construction in September.

This new development will set the town centre experience benchmark south of the river. As owners of the Centre, we can’t begin to tell you how thrilled we are to share this news with you. It marks the beginning of a new vision our family has long held : to transform a beloved traditional suburban shopping experience into a vibrant town centre that serves as a community hub for retail, dining, entertainment & health needs.

So what can you expect from a redeveloped Kardinya Park Shopping Centre?

We can’t predict the exact shape at this stage as we navigate community consultation, approvals and leasing, but we can promise you this:  More shops, more dining, more fun!

Project Timeline

  • It is intended to complete the project in three broad stages, with Stage 2 comprising an expansion to Coles and a new fresh food precinct, Stage 3 compromising residential accommodation and Stage 4 comprising retail, food and beverages, and entertainment.
  • We are presently in a value engineering process and looking at ways of reducing construction costs given the present inflationary environment.
  • Further, it is highly preferable that the Structure Plan and Scheme Amendment is approved prior to commencement of major works to provide certainty.
  • There is a degree of fluidity with timing given the above, however it is intended that Stage 2 works will commence later in 2023.

Activity Centre Plan

What is an Activity Centre Plan?

An Activity Centre Plan or ACP is a strategic plan that provides future planning framework to help guide the growth and development both within the Shopping Centre as well as its surrounds. An ACP generally investigates redevelopment opportunities within a 400 metre walkable catchment of Kardinya Shopping Centre. As part of exploring redevelopment initiatives, the ACP guides other aspects that are associated with redevelopment such as movement, land use activity, connectivity and streetscapes.

Why is an Activity Centre Plan Required?

An ACP is a State government requirement and is generally required to be provided when a large redevelopment is proposed of an activity centre such as Kardinya. Kardinya is defined as a District Centre which is required to investigate rezoning and infrastructure improvement opportunities within a 400 metre radius of the Centre.

What benefits could an ACP bring to the area?

The ACP will lead to a greater diversity in housing and redevelopment opportunities as well as increased amenity and activity opportunities for commercial sites within the ACP area. Importantly the ACP will support the redevelopment of Kardinya Park Shopping Centre to help create a contemporary town centre for the wider community. It is expected that small-medium sized apartments and town houses will possible, following the ACP obtaining approval from the Western Australian Planning Commission.

How long will this take?

An ACP can typically take 8 – 12 months depending on government agencies.

If there’s one thing a town centre needs, it’s a carefully balanced mix of retail specialists. Times have changed and shoppers tell us they want more options to keep them coming back. They want to see an infusion of specialty retailers that complement traditional supermarkets and other long-standing tenants.

More Fun

Entertainment is now part of the local town centre experience and visitors expect options that can provide relaxation or recreation. They expect the local centre to become a community hub through attractions like cinemas, swimming pools, gyms, yoga studios and much, much more. We’re working on it.
